Hi! After the oil painting effect I apply a gaussian blur (the value depends on the picture resolution) and hide it with a mask. Then I use a soft round white brush to show the blur only around the edges. If Tom has wavy hair and some flyaways that got lost in the process, I restore them by using a very small diameter smudge tool. I normally do it before applying the gaussian blur or they would appear too clear.

Hello Anon! It’s not a brush, it’s a mask applied with a default soft brush. The oil painting effect parameters vary depending on each picture.
